Two-hour minimum rental at $25 an hour
The Whitmore Track and Sports Field are finished, but it is not a free ride for organizations or for groups who want to use it.
Under a set of new rules and payment schedules, sports groups would be dinged $25 an hour, with a two-hour minimum, for the use of the nine-lane, polyurethane, 400-meter track and/or the full-sized synthetic turf field.
When the track is not reserved, individuals may use the track and run for free.
The town’s recreation commission reviewed the plan at its meeting on Feb. 5 but took no action, pending a final review and tweaks to the proposals.
Within the proposed fee structure are a variety of plans that would affect the basic price, depending on its use—from youth football, a track meet, a soccer match, and so on.
In addition to the fees, anyone who wishes to rent the facility would pay a $250, refundable security deposit.
The fee structure was not made in a vacuum.
The town staff, under the direction of recreation manager Stuart Brown, studied six diverse cities spread over California, Nevada, and Arizona. The town staff selected the six cities because of their populations, demographics, and geographic diversity.
They included the Bay Area Peninsula City of Menlo Park, along with the East Bay’s Emeryville, a town tucked in between Berkley and Oakland, along with Sparks, Nev., and Phoenix.
Also in the group was Carlsbad in Southern California, and Dublin in Alameda County.
Mammoth is competitive with all of them, with variations among the six.
Given the data, Mammoth’s new rules for the Whitmore Track would look like this:
nAny organized, structured, athletic activity requires the completion, submittal, and approval of a facility use application that includes approved liability insurance and payment of all applicable fees.
nAll fees are per hour and apply to either the synthetic turf field or track.
nReservations are confirmed for the exclusive use of the track or field for a specific time period, date, and use. Only one reservation (track or field) will be permitted for use at the facility at any given time.
nThe facility has a two-hour minimum rental.
nFees will be refunded if the reservation is cancelled within one week prior to use date, subject to a non-refundable administrative fee of 10 percent.
nIn addition to rental fees, special events or tournaments will be required to pay an hourly supervision fee of $25 per hour, per staff. If support is required from the town in regards to set-up or tear down of sporting/event equipment or the transportation of special event equipment, a facility fee of $25 per hour, per staff member will be assessed.
nShould rates change after this application is submitted, but before the date applied for, prevailing rates at the time of the event will be applicable.
nA $250 per reservation security/damage deposit is also required at the time of booking. This deposit is refundable if the facility and/or property is left clean and in order as determined by the town. The individual and/or organization granted use of the facility and/or property will be held responsible for any loss or damage to the facility and/or property caused by such use. A fee of equal or greater replacement will be charged for any loss or damage.
